that several homeowners need to power wash driveways, sidewalks, entryways, screens, fences, etc. If you received a letter for one of these violations, or any other violation whose remedy is impacted by the water restrictions (like resodding your lawn), you should plan to correct the violation once the restrictions have been lifted or altered. HOAs are not permitted to enforce these and other similar rules during the restriction period. Enforcement of the impacted rules will resume as soon as the restrictions are lifted.

In August the Board of Directors proposed eleven amendments to the association's documents. The amendments addressed a variety of important issues including the permissibility of short-term rentals and the authority to collect delinquent assessments from homes in foreclosure. Nearly 80 homeowners voted on the proposed amendments. Unfortunately, this was short of the 100 homeowners needed to approve each amendment. Thus, the meeting scheduled for Friday December 8th at which the approved amendments were to be adopted has been canceled. The Board of Directors would like to thank everyone who took the time to vote on the proposed amendments and those who volunteered to help gather the completed ballots. Your time and effort to help the community is very much appreciated.

East Lake Fire Rescue Hosts Blood Drive

Donating blood saves lives, in fact, it saved one of our firefighters back in 2005. For our March Blood Drive, we are sharing Lieutenant Sullivan’s story: “On February 5, 2005, I was working construction while going to paramedic school. On my way home from work I was involved in a bad head on collision. I was ejected through the windshield and bayflited to St. Joseph’s hospital in Tampa. I had lost 2/3 of my blood and required several emergency blood transfusions. After several surgeries and months of rehab learning to walk again, I returned to finish paramedic school and got hired with East Lake Fire Rescue the following year.”

East Lake Fire Rescue Attends North County Training

Throughout the month of January, firefighters from East Lake Fire Rescue attended the Air Consumption Drill at the North Pinellas County Training. During this training, firefighters went through a series of stations including multiple hose dragging activities, ladder retrieval and raise, sledgehammer strikes, victim drag and a flight of stairs while in full gear and breathing air from their self-contained breathing apparatus. The firefighters are encouraged to complete as many tasks as possible before their low-pressure alarm sounds. The instructors document the amount of air in the firefighter’s cylinder before the drill starts and when the low-pressure alarm sounds. The goal of this drill is to build knowledge of personal air consumption and encourage endurance.

East Lake Fire Rescue jumped right into American Heart Month by starting off February at the Calvary Church to share Hands-Only CPR with East Lake Middle School students! During the event, students were able to practice compressions on mannequins and they were provided with an American Heart Association hands-only CPR handout. Fire and Life Safety Educator Hernandez also provided a hands-only CPR lesson for the East Lake Middle School morning news, which is shared with the entire school and reached a total of 396 students!

East Lake Fire Rescue’s January 2023 Peer Recognition Award

East Lake Fire Rescue’s Firefighter Tyler Hyde received the January 2023 Peer Recognition Award. FF Hyde was recognized by his peers for going above and beyond in 3 separate incidents.

#1: FF Hyde saw students walking home from school and he asked his crew if they could pull over to brighten their day! Hyde and his crew grabbed plastic fire helmets from the truck and distributed them to the students on the spot. The students and their parents loved this!

#2: FF Hyde ran a call for a lift assist. The homeowner (a veteran) said they kept struggling to get up because they didn’t have a grab bar on the wall to assist them. FF Hyde (also a veteran) purchased a grab bar on his day off and personally took it to the patient’s home on his next shift. The homeowner was extremely thankful.

#3: FF Hyde was off duty and driving through the district with his family when he rolled up on the scene of a single-vehicle motor vehicle accident. FF Hyde cleared the scene and started patient assessment prior to E58’s arrival.

East Lake Fire Rescue would like to congratulate Firefighter Tyler Hyde on receiving this award.

Florida school buses carry precious cargo – our children. Motorists should always be alert and drive with caution around school buses and in school zones where children may be present like schools, bus stops, school buses and school parking lots. Parents should also go over safety tips with their children to make sure they are safe on and around school buses and school zones.

School Bus Safety Tips for Motorists

Be alert and watch for children especially near schools, bus stops, school buses and in school parking lots.

Children on bicycles can be unpredictable and can make sudden changes in direction. Be especially careful when children are present in school zones and residential areas.

Pay extra attention to lower speed limits in school zones.

Watch for and obey signals from school crossing guards.

Only drive or park in authorized areas to drop off or pick up children at school.

Motorists are required to stop when approaching a school bus that is stopped with its red lights flashing and STOP arms extended. (See the different situations in the diagram above)

All drivers moving in either direction on a two-way street must stop for a school bus displaying a stop signal, and must remain stopped until the road is clear of children AND the school bus stop arm is withdrawn. (see diagram, TWO-LANE)

On a highway divided by a paved median, all drivers moving in either direction must stop for a school bus displaying a stop signal, and must remain stopped until the road is clear of children AND the school bus stop arm is withdrawn. (see diagram, MULTI-LANE)

The only time traffic approaching an oncoming school bus does not need to stop, is if there is a raised barrier such as a concrete divider or at least five feet of unpaved space separating the lanes of traffic. (see diagram, DIVIDED HIGHWAY)

On a highway divided by a raised barrier or an unpaved median at least 5 feet wide, drivers moving in the opposite direction do not have to stop for the bus (painted lines or pavement markings are not considered barriers). However, these motorists should slow down and watch for students loading or unloading from the bus. (see diagram, DIVIDED HIGHWAY)

School Bus Safety Tips for Parents and Children

Arrive at the bus stop with about five minutes before the bus is scheduled to arrive.

At bus stops, children should wait in a safe place away from the road. Never sit on the roadway or curb while waiting for your bus.

Make sure your children know their bus driver’s name and bus number.

Tell children to never speak to strangers at the bus stop or get into the car with a stranger. Children should tell parents, the bus driver and a teacher at school if a stranger tries to talk to them or pick them up.

Children should never walk behind a bus and should stay away from bus wheels at all times. When the bus stops, children should wait for the driver’s signal that it is safe to cross the road or board the bus.

Children should look both ways before crossing the street- look left, right and left again. Tell them to make eye contact to make sure the bus driver can see them as they cross the street.

On the bus, children should remain seated at all times and keep the aisle clear. Tell children not to put their head, hands or arms out the window.

Remind children to stop talking and remain silent when the bus comes to a railroad crossing so the driver can hear if a train is approaching.

Children should avoid any loud or disruptive behavior that could distract the bus driver from safely operating the bus.

In an effort to help improve the appearance of the entrance area, the Board unanimously agreed to switch the water supply at the entrance from well water to municipal water. This change will eliminate the brownish-red rust staining that has been a problem at the entrance area for years. The costs are not expected to exceed what is currently budgeted to maintain the well. Other suggestions to improve the appearance of the front entrance were also discussed including replacing some of the existing shrubs, adding flowering annuals, and repainting the entrance sign. The Board agreed to table these ideas until after the water supply work is completed. The county estimates that the project will be completed at the end of September.

The Board discussed the importance of actively recruiting homeowners to serve on the Fining Appeals Committee. There are currently no members on this committee and unless at least three of the five vacancies are filled the Board will be unable to use the fining policy as a tool for enforcing the Association’s rules. The Board would like homeowners to know that the Fining Appeals Committee is “on your side” and is intended to help by giving our homeowners a voice and the opportunity to avoid legal action. Members of the Committee review each fined violation, taking into consideration the homeowner’s reason for non-compliance, and work with the homeowner to come up with a reasonable remedy before the use of legal intervention. Residents interested in serving in this important capacity are encouraged to reach out via email or by using the contact form located on the Association’s website.

The Board unanimously approved a proposal from Duke Energy to upgrade the streetlights in our community to new LED fixtures. The new lights will not only provide better illumination, but Duke Energy also estimates that the new fixtures will save the Association approximately $130 per month in reduced electricity and maintenance costs. Installation of the new lights is expected to take place in mid-October, hurricanes and supply chains permitting.

Several of the residents in attendance expressed concern about a recent incident in which a resident’s dog got loose and attacked another dog in our community. Although the Association does have rules requiring all pet owners to properly secure their pets at all times there are currently no restrictions related to either the breed or the size of a dog that can be kept. It was suggested that such restrictions be adopted but doing so would require amending the Association’s By-laws which can only be done with the approval of two-thirds of the homeowners. Adopting such an amendment is a costly and time-consuming process and may not succeed in addressing the issue. A consensus could not be reached, and the Board agreed to table this issue until the next meeting. In the meantime, residents are encouraged to share their thoughts and suggestions with the Board by using the contact form on the Association website.

  5, 4, 3, 2, 1… HAPPY NEW YEAR!

Can you believe that New Year’s Eve is already right around the corner? Before we get ready to welcome 2022, let’s make sure we take all of the safety precautions we can to ensure that we all have a safe and happy new year. Did you know that New Year’s Eve is one of the deadliest days for drunk driving in the United States? If you are celebrating New Year’s Eve away from your home or will be traveling at all, here are some tips, brought to you by the American Safety Council, to keep you and your loved ones safe:

New Year’s Day is also a dangerous day for pedestrians. If you are walking, make sure to stay on pedestrian paths and observe traffic laws; only cross at crosswalks and try to remain in well-lit areas. If you are driving, take extra care to consider those on foot.

Hosting a party? Consider these tips to keep your guests safe:

Lastly, keep in mind that the safest way to view fireworks is to attend a professional show. Fireworks cause thousands of injuries each year. Sparklers are also very dangerous being that they burn at 1200 degrees F. Mixing alcohol and fireworks/sparklers is never a good idea, a safe alternative would be noise makers, glow sticks, silly string, streamers, and confetti. We hope these safety tips will help you and your loved ones have a happy and safe new year!

. When someone concerned about an alligator calls the Nuisance Alligator Hotline, we will dispatch one of our contracted nuisance alligator trappers to resolve the situation. Generally, an alligator may be deemed a nuisance if it is at least four feet in length and the caller believes it poses a threat to people, pets or property.

SNAP uses contracted nuisance alligator trappers throughout the state to remove alligators from locations where they are unwanted or unwelcome. If a complaint meets the qualifying criteria, SNAP will issue a permit to a contracted nuisance alligator trapper authorizing the removal of the animal.

Complainants must be able to grant legal access to the property on which the alligator is located. SNAP does not permit the removal of nuisance alligators from private or publicly managed property without first obtaining permission from the property owner or management authority.

In 2019, SNAP received 14,072 nuisance alligator complaints resulting in the removal of 8,972 nuisance alligators.

A while back, we warned you about the “one ring” scam. That’s when you get a phone call from a number you don’t know, and the call stops after just one ring. The scammer is hoping you’ll call back, because it’s really an international toll number and will appear as a charge on your phone bill — with most of the money going to the scammer. Well, the scam is back with a vengeance, and the FCC just issued a new advisory about it. Read the FCC’s advisory for more detail, but the advice from both agencies remains the same if you get one of these calls:

Smash and Grab Alert

Good afternoon Neighborhood and Business Watch members,

Recently we have had several cases of “smash and grabs”. Suspects have been going to recreation centers, parks, day care centers and shopping plazas within Pinellas County and smashing out vehicle windows to steal purses, phones, laptops, etc. that have been left in plain view.

Unfortunately, all it takes is a glance and a couple of seconds. They smash the window, grab what they want, and they are gone within moments. The easiest way to avoid becoming a victim is to remove all your valuables and keep items out of plain view. If you must leave an item in your vehicle, make sure you secure it in your trunk prior to getting to your destination to not draw attention to yourself.

As always, if you see suspicious activity please call the Sheriff’s Office non-emergency phone number 727-582-6200.

Hello Pinellas County parents, A resident was recently called by a friendly and soft spoken woman. The caller advised that her son had completed some forms at school requesting SAT/ACT study materials. The caller said they would send the workbooks, CD’s and other study materials out and if the CD’s were returned in 30 days the company wouldn’t charge the $216.32.

The caller requested a credit card number, but the parent had more questions. The caller gave her name and a 1-888 phone number and assured the parent to feel free to call anytime M-F between 10 am-4 pm. The parent became concern when the caller began finalizing a delivery date and a charge on the card. When the parent began challenging some of the facts, the caller abruptly hung up. After the call, the parent called the number provided and received a recording “that the number is unassigned”.

Crime Prevention Tips

Hello Neighborhood and Business Watch members,

Below are a few summertime safety tips to keep you from being a victim.

Traditionally, during the late spring and summer months, law enforcement generally sees an increase in property crimes. The targets of opportunities increase in the summer since many families go on vacations, children are out of school, and families spend time outside and leave doors unlocked or garages open.

These simple crime prevention tips can help you decrease your chances of becoming a victim:

If you see suspicious activity, call 911. For non-emergencies, call Pinellas County Sheriff’s Office 727-582-6200.

The 3 essential elements of any crime:

A target, criminal desire & opportunity.

The only thing we as a potential victim can impact is removing the opportunity

Over the last several months I’ve had the pleasure of speaking with many of you in person
concerning the County’s traffic calming proposal. I would like to thank everyone who participated
by completing the stop sign petition for their involvement in this important process. The petition
portion of the program has been completed and it is now up to the County to review and
approve the proposal. Hopefully this project will be completed in the next several weeks with the
installation of the new stop signs at Bridgeton Court. While the new threeway
intersection will help to calm traffic and reduce speeds through our community it is ultimately up to each of us to
choose to drive responsibly. This is especially important with the end of the school year and the
associated increase in outdoor activity during the summer months.

           Doing Our Part

It has recently come to the attention of the Board of Directors that we ourselves have not
been in compliance with one of the Community’s bylaws.

All homeowners are required to store their trash cans and recycling bins out of view from the street however the
trash can at the Park has been in plain sight for some time. In order to correct the situation the Board has chosen to
install a partition to screen the trash can from view. I hope this reminds us all that compliance
with this bylaw helps to beautify the community. One final note, there have been several
reports lately of raccoons or other animals being found in trash cans. Should you choose to
store your trash cans outside, and out of sight, please be sure to secure the lids so as to
prevent this messy and potentially dangerous situation.

Recently several people have been observed not picking up after their pets. Quite frankly this
is not only disgusting but very unsanitary. Please be considerate of your neighbors and their
lawns and pick up after your pets each and every time.

As many of you know there was a wildfire in the preserve which threatened several homes.
While there was no damage or injuries this recent event should serve as a reminder of the
ever present danger posed by wildfires. Attached to this newsletter is some information
concerning wildfire safety and prevention. A much longer PDF file has been linked on the News

page of our website. This piece provides great detail concerning Wildfire safety, prevention and

           A Common Responsibility

The common areas of our community provide many benefits to us all and therefore it is
imperative that we all use them responsibly. Besides the obvious rules against littering, graffiti
and other forms of vandalism there are a few other things to keep in mind. First, all common
areas are for the use of residents and their guests only. Also these areas should only be used
during daylight hours. It is also worth noting that swimming and boating are prohibited in the
retention ponds and that all pets should be leashed. Finally, remember that common areas are
located adjacent to private property. Be respectful of the property and privacy of these
neighbors when enjoying the common areas of our community.
